I've been wanting to make this Lisa Sutherland pattern, Freedom Stars and Bars for awhile now. In my conversation with Lisa, she said that the pattern is not available yet but will be a free download later in the year. SHHHH...don't tell her but I pulled out my calculator and thinking hat... I think I probably 'saw this pattern' on a dead Pinterest link.
At my craft day and sewing day, I made a few 12.5 inch floating stars. I pulled out my stack of 3.5 inch Patriotic strips and some white. Here is the first part of the quilt.
I decided I wasn't liking all the red starts together, so I made a few blue stars. The colors might see a little bit unbalanced because I was making the red star units first. Here is the result.
I then sewed the units all together.
I added borders to bring it closer to the Quilt of Valor size.

That's a neat design, Pat! The floating stars are perfect for it. I like how you started each bar on one side and kept it the same on the other, too!
